Carter Schoenberg
Vice President of Cybersecurity and Chief Cybersecurity Officer, SoundWay Consulting, Inc.
Carter Schoenberg is the Vice President of Cybersecurity and Chief Cybersecurity Officer at SoundWay Consulting, Inc. He is a Certified Information Systems Security Professional (CISSP), Boardroom Qualified Technology Expert (QTE), and a Lead CMMC Certified Assessor (CCA). SoundWay is an Authorized Certified Third-Party Assessment Organization (C3PAO) and has been helping defense contractors prepare for CMMC and DFARs obligations since 2021. He has over 30 years of combined experience in criminal investigations, cyber threat intelligence, cybersecurity, cyber risk management, and cyber law. His past works include comprehensive assessments of U.S. Government Contractors to align with what are now formal requirements set forth by the Defense Department including NIST SP 800-171 and now the Cybersecurity Maturity Model Certification (CMMC). His expertise has been featured at CUI-CON, CIC2024, MITRE’s quarterly Cyber Supply Chain Risk Forum at the request of DOD and DHS, InfoSec World, SecureWorld Expo, and the National Association of Insurance Commissioners (NAIC). Mr. Schoenberg has performed over 35 independent conformance assessments of small and medium size businesses pertaining to CMMC. He has also been involved with over 30 Authorizations to Operate (ATO) on behalf of the U.S. Department of Homeland Security and Department of Defense. His book “Why Cybersecurity Fails in America” is being recognized for its poignant views and providing context for how and why change is needed and is now required reading at William & Mary’s Executive MBA program. Mr. Schoenberg actively contributed to the GSA/DoD Final Report to the White House “Improving Cybersecurity and Resiliency through Acquisition”. His work products have been actively used by DOD, Department of Education, DHS, the ISAC communities, Smart Cities, and the Georgia Bar Association for Continuing Learning Educational (CLE) credits on the topic of cybersecurity risk and liability. Mr. Schoenberg also recently co-authored “Guidance for Smart Cities and Municipalities Cyber Supply Chain Risk Management (C-SCRM)” published by NIST.

Michael Dempsey
Lead CCA & CEO, CISEVE
Mr. Dempsey is a highly accomplished leader with a distinguished 20+ year career introducing strategies to decrease exposure and minimize risks to government entities and businesses. He is an expert in leading teams in assessing controls, infrastructures, and environments; identifying and communicating issues and risks; and recommending and implementing policies, standards and strategies. Mr. Dempsey holds a CISSP, CISA, PMP and was selected to attend the first CMMC Assessor training class and is one of only a few CCAs authorized to lead CMMC assessments. Mr. Dempsey’s company, CISEVE, was the 10th organization to be authorized as a C3PAO.

Matthew Titcombe

As the founder of Peak InfoSec, Matt left the Federal government sector as an Air Force Program Manager to reapply his 25+ years of Information Security & Technology experience to the commercial sector. Matt now leads an organization that specializes in Information Security Turn Around efforts supporting federal and commercial sectors. Matt has been brought in to consult with organizations across the globe like United Launch Alliance, Sony, ConocoPhillips, and Munich Re-Insurance. His commitment to supporting the military and Defense Industrial Base did not stop when he left the Air Force. His leadership efforts led him to lead one of the first Authorized CMMC 3rd Party Assessor Organizations (C3PAO); being certified as a CMMC Provisional Assessor; volunteering on the CMMC Accreditation Body Industry Standards Working Group; and, as a Subject Matter Expert, helping several institutions develop CMMC training curricula.

Julie Bracker

Julie Bracker is a founding partner at Bracker & Marcus LLC, exclusively practicing False Claims Act litigation since 2006. Ms. Bracker is a nationally recognized expert in cybersecurity fraud and the Department of Justice’s Civil Cyberfraud Initiative. In prior lives, she served as a research psychologist at Peabody College of Education of Vanderbilt, as a middle school teacher, and as the Math Curriculum Coordinator for Fulton County Schools. She has had the privilege of arguing before the Sixth, Ninth, and Eleventh Circuit Courts of
Appeals and the Supreme Court of the United States on FCA matters. Ms. Bracker is a proud “double ‘Dore” and sits on the Board of Advisors for Vanderbilt Law School.

Tobias Musser

Tobias Musser is the founder and Co-CEO of MNS Group, a CMMC L2 Certified MSP/MSSP that equips defense and government contractors with cybersecurity and compliance solutions that allow them to win contracts. James Goepel

James (“Jim”) Goepel is: • Executive Vice President of Peak InfoSec, a CMMC C3PAO; • Co-Founder and CEO of the CUI Institute, a 501(c)(3) educational organization; and, • a lawyer (JD, LLM - George Mason), electrical and computer engineer (BSECE - Drexel), and professor of cybersecurity and law. Jim: • has written 3 books on CUI, a book on CMMC compliance, co-authored a book on Enterprise Risk Management, and co-authored CCP curriculum; • teaches CMMC-related classes, including as part of an NSA-funded training program that helps service-disabled veterans become CMMC Professionals and Assessors; • started the nonprofit CUI Institute to help SMBs understand CUI, CMMC, cybersecurity, etc.; and, • earned CISM, CCA, CCP, and PI certifications. Jim is and has been very active in the CMMC Ecosystem since its beginning. For example, his industry peers selected Jim to help create The Cyber AB, the nonprofit organization that manages the CMMC Ecosystem for the benefit of the United States Department of Defense (“DoD”). Jim volunteered over 2,500 hours in his year of service on The Cyber AB’s Board of Directors. His accomplishments during his tenure include: • election as Treasurer of The Cyber AB’s Board of Directors; • author of and instructor for the first official CMMC training course for the CMMC Ecosystem; • creator of the financial model and revenue streams that allowed The Cyber AB to transition from an all-volunteer workforce to having paid employees.

Joe Devine

Joe Devine is the Founder and President of AXIOTROP, a C3PAO supporting small/medium-sized defense industrial base contractors on their CMMC journey with advisory and assessment services. A proven leader and business owner with a focus on cybersecurity assessments, system security plan development, remediation, and compliance. Experience working with the NIST SP 800 series and cybersecurity compliance since 2004. Joe’s Christian faith is at the core of his desire to fight the evil behind cybersecurity threat actors and support small businesses in their journey to improve their cybersecurity maturity posture in a vendor-agnostic, right-sized approach. Joe and his wife Debbie have four daughters and eight grandchildren.

Trevor Foskett
Vice President of Solutions Engineering, Virtru
Trevor Foskett is Vice President of Solutions Engineering at Virtru, where he leads a team helping enterprise and federal customers achieve their data-centric security goals. A "player-coach" with 13 years in technology, he has spent the past decade at Virtru, joining as the founding member of the customer support team before transitioning to Solutions Engineering. Jon Bierer is the Compliance Services Manager at C3 Integrated Solutions, with more than 20 years of experience spanning security management, cybersecurity, and regulatory compliance. Garrett Hasken

Garrett Hasken is a cybersecurity and compliance leader with deep expertise across information security, risk management, and IT operations. Prior to founding Two Five Solutions, Garrett served as a Solutions Architect at BlackHorse Solutions, which was acquired by Parsons in 2021, where he delivered tailored cybersecurity and compliance solutions for public‑ and private‑sector organizations. Georgianna Shea
Chief Technologist, The Foundation for Defense of Democracies (FDD)
Dr. Georgianna "George" Shea is Chief Technologist at the Foundation for Defense of Democracies (FDD), where she leads the Transformative Cyber Innovation Lab under the Center on Cyber and Technology Innovation. With almost 30 years of experience spanning national security, defense, space, and critical infrastructure, she is a nationally recognized authority on cyber-physical systems security, SBOM governance, and quantum computing. Her work at FDD has directly shaped congressional briefings and DoD acquisition policies, driving resilience strategies across the nation's most critical infrastructure sectors.
A prolific author, Dr. Shea's work appears in Defense News, Dark Reading, C4ISRNET, Federal News Network, The National Interest, and Bloomberg Law, covering topics from software supply chain transparency and quantum readiness to healthcare cybersecurity reform and the case for designating space as national critical infrastructure.
She is a sought-after speaker at venues including the Davos Cyber Future Dialogue (2025, 2026), MIT Sloan School of Management, Georgetown University's CSET, Columbia's SIPA, and ISSA. She served on the President's Council of Advisors on Science and Technology (PCAST) Cyber-Physical Systems Working Group, contributing to the 2024 Report to the President on Cyber-Physical Resilience, and is an active contributor to the Global Resilience Federation's Operational Resilience Framework team and CISA's SBOM and AI BOM initiatives. She is also a member of the Cybersecurity Canon at Ohio State University.
Dr. Shea serves on the boards of Raidian AI, Rixon Technologies, Cyber Hero vCISO Network, Cybeats, and American Binary, and previously served as a governing board member of OASIS Open for DAD-CDM. Before FDD, she was Chief Engineer at MITRE, leading a team supporting the DoD, DoJ, DoE, and national laboratories across a range of cyber activities including engineering, testing, and defensive cyber operations. Earlier roles included HUMINT support to the Defense Intelligence Agency, science and technology support, and computer network operations planning.
Dr. Shea has served as an adjunct professor at the University of South Carolina, Denmark Technical College, Colorado Technical University, and the University of Maine at Augusta. She also volunteers as a mentor with Cyber Guild Rise, guiding early-career professionals and veterans into the field.
Dr. Shea holds a Doctor of Computer Science in Information Assurance from Colorado Technical University, an M.S. in Computer Information Technology Management from Regis University, and a B.S. in Computer Science and A.A. in Mathematics from Hawaii Pacific University. She holds a CISSP and is a U.S. Army veteran, having served as a Mobile Subscriber Transmission Systems Operator (31D) from 1992 to 2001, an experience that forged her lifelong commitment to secure communications and national security.
